Dash is one third of the now-defunct PreCrime department think-tank. He's precognative, and while his older sister Agatha is still ostensibly in hiding and his twin brother Arthur is taking care of himself, Dash mostly wants to help people. He wants to be able to stop bad things from happening.

So far his track record isn't that great, but he's trying his best with the help of policewoman Lara Vega (who also wants to stop just picking up the pieces after the crime has been committed) the pair might actually do some good.
